본 연구는 2008년 수도권 규제완화의 효과를 이중격차분석틀을 이용해 실증적으로 분석한다 통계청의 전국사업체조사를 이용한 신생기업 입지에 대한 분석과 한국산업단지공단의 FEMIS를 이용한 산업단지 입주업체 입지에 대한 분석의 결과에 의하면 전반적으로 2000년대 들어 지역 간 격차가 축소되는 추세를 보이고 있었으나 중앙정부의 수도권 규제완화로 인해 이러한 추세가 약화되었음을 관찰할 수 있다
특히 규제완화 이후 비수도권에 비해 수도권에서 신생 제조업체의 입지가 개별 읍면동에서 평균적으로 15개만큼 많아진 것으로 나타난다 또한 산업단지 내 기업입주에 대한 분석에서는 비수도권에서만 중소기업 대비 대기업 입주업체가 규제완화 이후에 통계적으로 유의하게 개별 산업단지에서 평균적으로 41개만큼 감소한 것으로 나타난다 비수도권을 강원충청과 호남영남제주로 구분하는 경우 수도권에서보다 먼 호남영남제주에서 산업단지 내 중소기업 대비 대기업 입주업체수 감소폭이 보다 커 비수도권내에서도 규제완화의 영향이 지역 간 상이하게 나타난다

This study empirically analyzes the effects of deregulation in capital areas in 2008 using differenceindifferences estimation According to the results of new firms arrival based on Census on Establishments from Statistics Korea and those of firms location in the industrial complex based on FEMIS from Korea Industrial Complex Corp although there seems that the gap between capital and noncapital areas tends to shrink in the first half of 2000s it could be observed that this tendency has become weaker due to the deregulation by the central government Especially after the deregulation it seems that there are more new manufacturers in capital areas than in noncapital areas by on average 15 establishments in each Eup Myun or Dong In addition the analysis on the number of firms in an industrial complex shows that the number of large firms compared to that of small and mediumsized firms decreased more by 41 firms in each complex on average in noncapital areas with statistical significance while such changes in capital areas are not statistically significant When the noncapital areas are divided into the parts GangwonChungcheong and HonamYoungnamJeju the degree to which the relative number of large firms declined is greater with the latter
