신중국 성립 이후 중국 정부는 공업화 우선 정책을 실시하면서 정치 경제 사회적으로 농촌과 도시를 분리해 관리하는 도농이원구조를 고착화시켰다 이는 무엇보다 마오쩌둥이 중국혁명의 가장 큰 지지 세력이었던 농민을 철저히 배반하는 순간이라고 할 수 있다
그렇지만 재고해야 할 점은 이러한 일련의 정책 결정 과정에서 상당히 격렬한 논쟁이 있었다는 점이다 그 논쟁의 최대 쟁점은 농업합작화의 문제였다 왜냐하면 중국은 공산혁명을 통해 토지를 무상으로 분배했는데 다시 사유재산을 없애고 급진적 농업합작화를 실시한다는 것에 상당한 저항이 있었기 때문이다 그럼에도 불구하고 마오쩌둥은 결국 서구의 합작 사상과 스탈린식 경제발전 모델을 바탕으로 호구제도戶口制度 일괄수매 일괄판매統購統銷 등 도농이원구조城鄕二元構造를 고착화시켰고 그 부정적 영향은 오늘날까지 미치고 있다 이와 같은 배경에 서 본 연구는 첫째 중국 도농이원구조 형성과 고착화 과정에서 벌어진 논쟁을 살펴보고 둘째 중국 도농이원구조 형성에서 소련의 영향을 분석하고 셋째 이러한 일련의 역사적 배경이 농민공과 도농격차 등 오늘날 심각한 중국 사회경제의 문제들과 어떠한 연관이 있는지 고찰하고 마지막으로 중국 도농이원구조의 현재적 함의는 무엇인지 살펴봤다

After New China was established the Chinese government carried out the first industrialization policy and fastened the structure of the separation management between urban and rural area in terms of the political economic and social sector Above all it was at the moment when Mao Zedong completely betrayed Chinese farmers whod been the strong support forces in the Chinese revolutionary period However one thing that we need to reconsider is that there were quite heated arguments in a series of policymaking processes The most controversial issue among them was the problem of the agricultural cooperation as land had been just distributed to farmers free of charge through Chinas communist revolution there was considerable resistance to establish the radical agricultural cooperatives by eliminating private property Nevertheless Mao Zedong finally fastened the urbanrural dual structure城鄕二元構造 such as hukou戶口 system planned purchase and supply统购统销 on the base of the western cooperative ideas and the Stalins economic development model and it has been having a negative impact until today With such a background the purposes of this thesis are 1to review the background of the urbanrural dual structure and the sharp debates taken place in the process of formation of urbanrural dual structure after new China was established 2to analyse the influences of Soviet Unions experience to China in the process of formation of urbanrural dual structure 3to find out the relations between these historical facts and the Chinese socialeconomic problems such as a large gap between urban and rural area and peasantworkers農民工 which are presently regarded as a serious problem in Chinese social and economic sector and 4finally to give the implications to solve these problems
